The International Workshops on Electric Power Control Centers were founded and organized by Tom Dy-Liacco in 1991.

EPCC Workshops provide a unique platform for information exchange among the industry professionals involved in technical, business, regulatory and financial aspects of system reliability and electricity markets. Workshops discussions focus on the latest developments in control center technologies, highlighting their impact on the most urgent challenges of power system operations and system planning.

EPCC Workshops are organized biennially in Europe since 1991.

Tomas Dy-Liacco
1920 – 2019

Tomas Dy-Liacco was born in Naga City, Camarines Sur, Philippines.

Tom has been the incontestable leader in the area of power systems for over 5 decades. His pioneering work succeeded in (re-)shaping power systems design, organization, operation and control.

He has also been promoting research work, and endlessly encouraging young engineers, suggesting convenient research directions by establishing connections between academia and practicing engineers. In particular, he has been the forerunner of today's development and use of so-called Artificial Intelligence tools.

The workshop EPCC that he created and led for over 30 years has been the meeting forum of such academia and practicing engineers, where new needs were identified and novel ways to meet them were worked out.

Tom also served as an international consultant on SCADA/EMS (Supervisory Control and Data Acquisition/Energy Management System), Distribution Management Systems (DMS) and hydro power plant automation, assisting in the planning, implementation and testing of nearly 40 control center projects in more than 20 countries.

His paper, “The Adaptive Reliability Control System" won an IEEE Power Group Prize Paper Award in 1968 and earned him an IEEE Life Fellow in 1975 "for his contributions in advance control concepts for secure and reliable operation of electrical power systems.".

Tom was also a member of PES, and an active member of committees and working groups of IEEE, IFAC, and CIGRE.
